A general framework for indicator design and use with application to the assessment of coastal water quality and marine protected area management ArchiMer
Beliaeff, Benoit; Pelletier, Dominique.
Environmental management decisions based upon indicators are the end point of a process involving stakeholders and scientists. These steps should be explicit and follow a chronology. This paper presents a general framework for the design and use of management-oriented indicators, integrating management questions and performance criteria. We first examined the desirable characteristics of indicators aimed at providing decision-support for marine environmental management. Ideally, one should select the indicator that guarantees a safe and unambiguous decision leading to the appropriate measures in terms of regulation, remediation or control. In the present study, indicators are assessed according to two criteria: relevance and effectiveness. Relevance...

A model-based evaluation of Marine Protected Areas: the example of eastern Baltic cod (Gadus morhua callarias L.) ArchiMer
Kraus, Gerd; Pelletier, Dominique; Dubreuil, Julien; Moellmann, Christian; Hinrichsen, Hans-harald; Bastardie, Francois; Vermard, Youen; Mahevas, Stephanie.
The eastern Baltic cod stock collapsed as a consequence of climate-driven adverse hydrographic conditions and over fishing and has remained at historically low levels. Spatio-temporal fishing closures [Marine Protected Areas (MPAs)] have been implemented since 1995, to protect and restore the spawning stock. However, no signs of recovery have been observed yet, either suggesting that MPAs are an inappropriate management measure or pointing towards suboptimal closure design. We used the spatially explicit fishery simulation model ISIS-Fish to evaluate proposed and implemented fishery closures, combining an age-structured population module with a multifleet exploitation module and a management module in a single model environment. The model is parameterized...

A regionally scalable habitat typology for assessing benthic habitats and fish communities: Application to New Caledonia reefs and lagoons ArchiMer
Pelletier, Dominique; Selmaoui‐folcher, Nazha; Bockel, Thomas; Schohn, Thomas.
Scalable assessments of biodiversity are required to successfully and adaptively manage coastal ecosystems. Assessments must account for habitat variations at multiple spatial scales, including the small scales (<100 m) at which biotic and abiotic habitat components structure the distribution of fauna, including fishes. Associated challenges include achieving consistent habitat descriptions and upscaling from in situ‐monitored stations to larger scales. We developed a methodology for (a) determining habitat types consistent across scales within large management units, (b) characterizing heterogeneities within each habitat, and (c) predicting habitat from new survey data. It relies on clustering techniques and supervised classification rules and was...

A step toward the definition of ecological indicators of the impact of fishing on the fish assemblage of the Abore reef reserve (New Caledonia) ArchiMer
Amand, Marion; Pelletier, Dominique; Ferrari, Jocelyne; Kulbicki, Michel.
Marine Protected Areas (MPA) are often contemplated as a tool for the sustainable management of exploited resources and ecosystem conservation. This paper proposes an approach to establish a statistical diagnostic of the effects of MPAs on fish assemblages, and define corresponding ecological indicators. This requires choosing relevant variables (abundance, diversity, demographic parameters..) and appropriate statistical methods. The study was based on data from the Abore reef Reserve in New Caledonia. Two sets of methods: 1-inferential linear models (ANOVA, GLM): 2- Partial Least Squares (PLS) methods of regression, were used to test the effects of this MPA. PLS enabled us to test simultaneously within a model, density, species richness, biomass and mean...

Aerial and snorkelling census techniques for estimating green turtle abundance on foraging areas: A pilot study in Mayotte Island (Indian Ocean) ArchiMer
Roos, David; Pelletier, Dominique; Ciccione, Stéphane; Taquet, Marc; Hughes, George.
Monitoring the abundance of green turtles (Chelonia mydas) is necessary to assess population trends and risks of collapse. This note presents a study aimed at comparing three techniques for the direct estimation of green turtle numbers in their foraging habitats (seagrass beds and reef flats). The experiment was carried out at Mayotte Island, Western Indian Ocean. The techniques involved were surveys by snorkel, and aerial surveys using a microlight aircraft and a paramotor. Each technique had shortcomings and advantages. While each technique provided estimations of turtle numbers only surveys by snorkel permitted identification of species and sex, whenever visibility and turtle behaviour permitted. Along the shorelines, and over foraging areas, the...

Are commercial logbook and scientific CPUE data useful for characterizing the spatial and seasonal distribution of exploited populations? The case of the Celtic Sea whiting ArchiMer
Verdoit, Marion; Pelletier, Dominique; Bellail, Robert.
A statistical approach is proposed to utilize the information contained both in scientific surveys and commercial fishing logbooks, in order to determine spatial and temporal distributions of recruiting and spawning fish of exploited populations. The approach is based on multivariate descriptive methods including ordination methods and classification techniques. A typology involving a principal component analysis (PCA), followed by a hierarchical ascending classification (HAC), is applied to both scientific and commercial data. PCA that accounts for spatial and temporal contiguities were performed. These analyses allow to compare structures observed at global and local scales, with those observed without focusing on a particular scale. The method is...

Assessing the Effectiveness of Coastal Marine Protected Area Management: Four Learned Lessons for Science Uptake and Upscaling ArchiMer
Pelletier, Dominique.
For almost two decades, marine protected areas (MPAs) have been a central instrument of coastal conservation and management policies, but concerns about their abilities to meet conservation goals have grown as the number and sizes of MPAs have dramatically increased. This paper describes how a large (15 years) program of transdisciplinary research was used to successfully measure MPA management effectiveness (ME)—how well an MPA is managed, how well it is protecting values, and how well it is achieving the various goals and objectives for which it was created. This paper addresses the co-production and uptake of monitoring-based evidence for assessing ME in coastal MPAs by synthesizing the experiences of this program conducted with MPA managers. I present...

Assessing the effects of marine protected area (MPA) on a reef fish assemblage in a northwestern Mediterranean marine reserve: Identifying community-based indicators ArchiMer
Claudet, Joachim; Pelletier, Dominique; Jouvenel, J.y; Bachet, F; Galzin, R.
Marine protected areas (MPAs) are increasingly envisaged as a tool to manage coastal ecosystems and fisheries. Assessment of their performance with respect to management objectives is therefore important. A number of WAS provided conservation benefits for fished species. Observed benefits do not apply to all species at all times, and responses to protection are also highly variable among fish taxa. Among the many empirical studies on marine reserves, only a few designs considered 'before and after data' and spatial variation. In this paper, we are interested in assessing the effect of a no-take reserve on the reef fish assemblage in a northwestern Mediterranean example. Data were obtained from a three-year survey using underwater visual censuses (UVC),...

Assessing the impact of different management options using ISIS-Fish*: the French Merluccius merluccius Nephrops norvegicus mixed fishery of the Bay of Biscay ArchiMer
Drouineau, Hilaire; Mahevas, Stephanie; Pelletier, Dominique; Beliaeff, Benoit.
In this paper, we present an approach to compare the impact of different management options oil the dynamics of a mixed fishery. We used ISIS-Fish, a simulation tool aimed at evaluating the impact of spatial and seasonal management measures on the dynamics of mixed fisheries. The French Nephrops norvegicus (Norway lobster) Merluccius merluccius (hake) mixed fishery of the Bay of Biscay was chosen as a Study case. First, we parameterised the Population and exploitation models. We then selected several management measures, including marine protected fishermen's reaction to each measure. Then, a sensitivity analysis (MPAs) and total allowable catches (TAC), and parameterised fish sensitivity analysis was performed according to a fractional factorial...

Assessing the impact of removing reserve status on the Abore Reef fish assemblage in New Caledonia ArchiMer
Ferraris, Jocelyne; Pelletier, Dominique; Kulbicki, M; Chauvet, C.
We propose a statistical approach based on multivariate analysis and general linear models to test the consequences of removal of reserve status from the Abore Reef fish assemblage of the Abore Reef reserve, New Caledonia. Consequences on fish density were examined at the level of fish assemblage, accounting for habitat. Fish counts and habitat-related information were collected before and after the removal of reserve status, both inside and outside the reserve. Species groups were constructed on the basis of additional information on behavioural characteristics and taxonomy. The impact of the removal of reserve status was assessed by using 2 habitat proxies corresponding to 2 spatial scales and by considering several criteria for grouping species. Habitat...

Avantages et inconvénients de la stéréo vidéo : applicabilité au protocole pour STAVIRO ArchiMer
Powell, Abigail; Pelletier, Dominique; Roman, William; Giraud-carrier, Charlotte; Jac, Cyrielle; Gins, Niels; Preuss, Bastien.

Changes in the catch composition of artisanal fisheries attributable to dolphin depredation in a Mediterranean marine reserve ArchiMer
Rocklin, Delphine; Santoni, Marie-catherine; Culioli, Jean-michel; Tomasini, Jean-antoine; Pelletier, Dominique; Mouillot, David.
There is increasing evidence from previous studies, and from fishers' observations, that coastal dolphins use fishing nets as an easily accessible feeding source, damaging or depredating fish caught in the nets. This study investigates the impact of dolphin depredation on artisanal trammelnets by analysing the catch composition of 614 artisanal fishing operations in the Bonifacio Strait Natural Reserve (France). Common bottlenose dolphins (Tursiops truncatus) attacked, on average, 12.4% of the nets and damaged 8.3% of the catch. However, attacked nets were characterized by statistically significantly higher catch per unit effort than unattacked ones. Catch composition also differed significantly after dolphin attacks; bentho-pelagic fish were more...

Combining sensitivity and uncertainty analysis to evaluate the impact of management measures with ISIS-Fish: marine protected areas for the Bay of Biscay anchovy (Engraulis encrasicolus) fishery ArchiMer
Lehuta, Sigrid; Mahevas, Stephanie; Petitgas, Pierre; Pelletier, Dominique.
Spatio-seasonal explicit simulation models can predict the impact of spatial management measures on marine fish populations and fishing activities. As fisheries are complex systems, fisheries simulation models are often complex, with many uncertain parameters. Here, the methodology is provided to deliver fishery diagnostics within an uncertainty context using a complex simulation tool. A sensitivity analysis of the model is performed on model outputs using partial least-squares to identify the most sensitive parameters. The impact of several management measures is then simulated using a statistical simulation design taking into account the uncertainty of the selected sensitive parameters. This approach was applied to the Bay of Biscay anchovy stock using...

Comparison of visual census and high definition video transects for monitoring coral reef fish assemblages ArchiMer
Pelletier, Dominique; Leleu, Kevin; Mou-tham, Gerard; Guillemot, Nicolas; Chabanet, Pascale.
Monitoring fish and underwater habitats, particularly in and around marine protected areas (MPAs) requires non-destructive observation methods. This is generally achieved by divers conducting underwater visual censuses (UVC), but video-based techniques are now being used more often to observe underwater macrofauna and habitats. A comparison of these two techniques is relevant with the development of high-definition (HD) video, which constitutes a substantial improvement over previously available video resolutions at limited extra cost. We conducted a paired observation experiment involving both HD video and UVC in an MPA located in the New Caledonian lagoon, which is a highly diversified coral reef ecosystem. We compared three techniques for counting fish...

Complementarity of Rotating Video and Underwater Visual Census for Assessing Species Richness, Frequency and Density of Reef Fish on Coral Reef Slopes ArchiMer
Mallet, Delphine; Wantiez, Laurent; Lemouellic, Soazig; Vigliola, Laurent; Pelletier, Dominique.
Estimating diversity and abundance of fish species is fundamental for understanding community structure and dynamics of coral reefs. When designing a sampling protocol, one crucial step is the choice of the most suitable sampling technique which is a compromise between the questions addressed, the available means and the precision required. The objective of this study is to compare the ability to sample reef fish communities at the same locations using two techniques based on the same stationary point count method: one using Underwater Visual Census (UVC) and the other rotating video (STAVIRO). UVC and STAVIRO observations were carried out on the exact same 26 points on the reef slope of an intermediate reef and the associated inner barrier reefs. STAVIRO...

Considering multiple-species attributes to understand better the effects of successive changes in protection status on a coral reef fish assemblage ArchiMer
Preuss, Bastien; Pelletier, Dominique; Wantiez, Laurent; Letourneur, Yves; Sarramegna, Sebastien; Kulbicki, Michel; Galzin, Rene; Ferraris, Jocelyne.
The response of fish assemblages to changes in protection status is a major issue for both biodiversity conservation and fishery management. In New Caledonia, the Abore reef marine reserve harbours more than 500 fish species, and has been subjected to changes in protection status since 1988. The present study investigates the impact of these changes on a wide subset of species (213), based on underwater visual counts collected before the opening and after the closure to fishing of this marine protected area (MPA). We analysed the spatial and temporal variability in fish assemblage attributable to protection status, explicitly considering habitat. To understand the successive responses of fish assemblage to fishing and protection, the assessment models...

Decadal increase in the number of recreational users is concentrated in no-take marine reserves ArchiMer
Gonson, Charles; Pelletier, Dominique; Gamp, Elodie; Preuss, Bastien; Jollit, Isabelle; Ferraris, Jocelyne.
In coastal areas, demographic increase is likely to result in greater numbers of recreational users, with potential consequences on marine biodiversity. These effects may also occur within Marine Protected Areas (MPAs), which are popular with recreational users. Our analysis builds on data collected over a ten-year period during three year-round surveys to appraise changes in recreational boating activities in coral ecosystems. Results show that the number of boaters has greatly increased, particularly so within MPAs during weekends and the warm season, when peaks in boat numbers have become more frequent. We also observed that the number of anchored boats has increased over the period. These changes may be resulting in biophysical impacts that could be...
